Johnny Neil Garrard, age 52, of Savannah, Tennessee was arrested on Thursday, September 5th on charges of manufacture/delivery/sale/or possession of methamphetamine and possession of drug paraphernalia. Deputy Eric Wilson filed a report stating that he noticed a black Pontiac driving suspiciously on Lutts Road. After the driver pulled into a driveway, Deputy Wilson made contact and allegedly obtained consent to search the vehicle. The search allegedly revealed a glass pipe containing a white residue, along with approximately 2.3 grams of a substance that tested positive for methamphetamine. Garrard was arrested and booked into the Wayne County Jail on $85,000.00 bond.
